Any KVM VPS for running some dev workloads?

Hello community,
I need a KVM VPS for running some dev workloads. Monthly budget is 20 USDT.
Root access, snapshot support, and flexible resource scaling are a must. Is Hostnamaste.com VPS good?
Does anyone have experience with providers that don’t oversell their nodes?

    I'd honestly spend more time looking at backup policies than comparing another 1–2 GB of RAM.
